What decides the price
Hollywood is the submarket where the land question most often beats the income question. Transit Oriented Communities tiers run high near the B Line stations, ED1 has changed what a 100% affordable project can do by right, and on the right lot a developer will pay more for the dirt than any income buyer will pay for the building standing on it. That means a serious valuation here prices the building at least twice, once on the rent roll and once on what the parcel entitles, and a broker who only runs the first number can be badly wrong in the seller's favor and never know it.
