Why a new building prices differently.
The Los Angeles Rent Stabilization Ordinance only reaches rental units built on or before October 1, 1978. The state cap under AB 1482 leaves out housing that got its certificate of occupancy within the last 15 years. A building finished this recently falls under neither one, so the rent on a unit can follow the market. In an older building in the city, the rent on an occupied unit can only go up by the city yearly limit.
What the city and county records say.
The city zoning layer puts the lot in RD1.5, a zone that allows about one home for every 1,500 square feet of lot. The county roll lists six units on the parcel, which matches the record of the sale.
