What decides price on these blocks

Long Beach is its own city and that is the single most important fact in selling a building here. The Los Angeles RSO does not apply, Measure ULA does not apply, and Long Beach has its own tenant protection and relocation rules that a broker who works only in the City of Los Angeles will not know. Buildings here are frequently underwritten by buyers using LA assumptions, which produces offers that are wrong in both directions. The stock spans prewar downtown courtyards through postwar product near the traffic circle, and those are different markets with different buyers.

Who buys in Long Beach

Orange County and South Bay buyers who like the basis relative to LA, local operators who know the ordinance, and exchange money leaving more expensive Los Angeles submarkets. The exchange buyer frequently arrives assuming LA rules apply and has to be walked through what actually governs before the offer is real.

How I run the sale

I price the building three ways before we talk about listing it: in-place income at today's cap rates, market-rent potential after honest turnover math, and land value if the lot is worth more than the building standing on it. You get the closed comps behind each number and the ones that argue against me. If the answer is that you should refinance or hold, I will say so, and that has happened often enough that I would rather tell you early than spend six months proving it.
